Move over Florida, Georgia is on the radar for bizarre news this month. Cobb County police were called Feb. 1 after a man, James Paul Cogan, was allegedly burglarizing a home while only wearing a shirt and socks, according to a warrant.

“(The) accused illegally entered into said victims home, a complete stranger, with no pants on and his genitals clearly visible,” the warrant read.

With the home’s alarm system set off, the man allegedly walked past the owner’s room while having a gun pointed at him. He went into a child’s room, where he put on a sweatshirt he found, opened a window to the garage and pooped on the ground.

The man then allegedly stole a golf cart from the garage “without any pants on,” according to court records.

Police caught up to the man and ordered him to pull over, but he refused.

The police were “forced to pull in front of said golf cart and slow down in order to get said accused to yield,” the warrant stated.

The golf cart eventually came to a stop after the man on the lam apparently crashed it. He then made a run into a forested area while being chased by officers who ordered him to stop, according to the report.

A Taser was used to no effect.

“After deploying the (Taser), said accused was completely unresponsive to its effects,” the one-and-a-half page document stated. “Said accused, then with clenched fists, turned around in a defensive posture and began advancing on said affiant.”

Cops were forced to use “hard hand tactics” to arrest the man.

James Paul Cogan is facing a litany of charges, including two counts of public indecency, first-degree burglary, reckless driving, driving under the influence of drugs and alcohol, theft by taking, obstruction of law enforcement, loitering and criminal trespass.
